Make parking lots do more for our city.

We don’t have to re-invent the wheel, but we do have to update our code (hello, mixed metaphors!). Not that I’m encouraging the creation of more parking lots, but where we do have them, they should use best practices to mitigate and manage stormwater and create shade.
